all it happens in nePaL

The Election conducted last week in Nepal was for Constituent Assembly. This Assembly should discuss about the drafts of the new constitution of the country. They should try to make a constitution that could be useful for long time frame and try to fix all the issues.
After they make a Constitution, Assembly can either be dissolved or can be transformed in Parliament.
When Constituent Assembly is in operation there is a Provisional Government in a country. Since the task of this government is very minimum; Interim Government can continue or new provisional government can be formed in the wish of all political parties.

But, its always opposite in nePaL.

I heard Candidates of Constituent Assembly urging voters to go for him so that he could build a school in a village or built a road joining a highway. That was ridiculous. He should have said that his idea for the Constitution is this and that............

Election is finished. So there is no use of discussion on that topic. After the election, CPN (Maoist) has emerged to be the top Political Party of nePaL bagging about 50% of the total seats in Constituent Assembly.
What i hear is its leader talking about formation of a new government. Now who gonna tell them that they should give their attention in drafting a new constitution and not forming new government.
But what else we could do either!!!

As of March 2008, the total population of Nepal is about 29 million.

According to Election Commission, about 60% of the voters participated in the CA Election 2064. This means about 16 million people cast their votes.

Let we assume that all the votes were valid. The number of votes obtained by different Political Parties are....(as of 20th of April,2008)

CPN (Maoist) 3 million
NC 2.2 million
CPN (UML) 2.1 million

So, we can conclude about 3 million people (10.34% of the total population) decides the system that governs the naTioN of 29 million. Is this well justified or Is there any loop hole in Democracy?

The Report on adult literacy rates from the United Nations Educational, Scientific and Cultural Organization (UNESCO) Institute for Statistics states:

This can be said that literacy is the main root for the instability of the nation and not the system. As we know Cuba and Fiji are governed by autocrats; still they are stable. And India, as it says to be the world biggest democracy is often politically instable due to its relatively low rate of the literacy in compared to the other developed nations.

According to UNESCO Institute for Statistics between 35 and 38 percent of children drop out before the end of the primary cycle.
Maoist have repeatedly hit the education sector. There are few hedlines being taken from different newspaper from past.....
